Yes, I noticed the "collector.priority" property some time after my post to the list. Was gonna self-reply, just hadn't gotten to it yet.

After looking at the code (org.opencms.file.collectors.CmsPriorityResourceCollector) it seems that the priority is set using the "collector.priority" property which can be set by right clicking on a file and going to "Properties".

This is copied from the description in the javadoc for CmsPriorityResourceCollector:
"A collector to fetch sorted XML contents in a folder or subtree based on their priority and date or title values."

What exactly is the "priority" of a resource, how is it defined?
