[opencms-dev] Opencms workplace not resolving to anything

Nothing in the error.log file for Apache2.  Under the Tomcat logs (/usr/local/tomcat/webapps/ROOT/WEB-INF/logs/opencms.log, this was noted

08 Sep 2010 12:11:58,455  INFO [uration.CmsSystemConfiguration:1597] . Login manager        : 25 bad attempts, 4 minute(s) disable time

Is it possible that OpenCMS has indefinitely disabled access to the workplace, before I can even get into it?  

We've certainly not been hitting the login page 25 times in the space of each 4 minute interval.

I guess error.log in httpd's log directory would tell you the real
reason.
