The DocCenter uses files and folders in the OpenCms VFS. As you can
attach permissions for Groups and Users to every file or folder, you can
restrict access to complete DocCenters, Sub-Areas of DocCenters or
single documents within it.

No, the DocCenter only works with files in the VFS.
One of the reasons is the permission system of OpenCms I mentioned
above, only files in the VFS can be controlled with user permissions
inside OpenCms.
