[opencms-dev] OCEE license stopped working

Thanks. We were hoping it would be as simple a change as that, but local
builds of our codebase before the refactor changes work OK with the same
configuration. Builds of codebase after the refactor have the problem. This
is on the same machine, connecting to the same database.
