This could indeed be the reason.
AFAIK there doesn't exist a group counterpart for each role.
In my particular case I wanted to set permissions for the role "Administrator" (not Root Administrator). In this special case I learned that it doesn't matter which permission I set, an Administrator (the same as a Root Administrator) sees and can do always everything regardless of the
permission settings.
Well, I am going to find an other solution for my problem.

Hi Kai,
I guess this is a misunderstanding. AFAIK:
- Roles are for controlling access to workplace tools / operations that
may be triggered on OpenCms. This would explain why you can choose roles
below /system/ (where the workplace tools reside).
Groups are the "logic counterpart" when it comes to controlling access
on content. Perhaps you can do what you want by using groups?
