[opencms-dev] Removing welcome URI

[Babak]

I have not installed the welcome module, so  I am not sure why it is 
being forwarded to welcome URI.

I have checked web.xml and opencms config files and couldn't find any 
reason as why it should be forwarded to welcome URI.
