Bernd,
the parent group feature is no longer supported in 9.5.
Of course, you can still set all required permissions using you own groups.
The reason for the removal is that the parent group feature was not
understood well by the end users. In combination with ACLs and allow/deny
permission inheritance this would get to complex.

Hi,
is this a bug in 9.5?
When creating a new group it is not possible to select a parent group.
As far as I remember this was still possible in 9.0.
A group with no parent group is useless (if it's not a system group).
Can anyone confirm this behavior?
Just go to administration view, user management and create a new group.
In the dialog there is no field to select a parent group.
