Try reintializing the workplace from the admin tools

Hi,
I am using opencms 9.0. I have a task to add help texts to the elements in a structured content typ.
I added the help texts in the workplace.properties and they do show.
However the Font-Color is #ffffff and the Background Color of the Tooltips is #f9f9f9 thus the help texts are nearly invisible.
The Color is defined in the workplace.css. But I can't get it to change.
How can/should I change the workplace.css?
