[opencms-dev] Keep Release (enabled) and Disable Publish

HI
At present Editor is able to release & publish the changes he has made.

As per my requirement ,i want the editor to only 'Release' Changes and not 'Publish'.Only admin should be able to publish.

How to Disable publish or remove publish option  and keep only Release option available for a user role?
