[opencms-dev] starting a site (.content folder etc.)

What mechanism again must be invoked to start a new site structure. In 
other words, when I create
a subsite folder in the /sites root, e.g. /sites/intranet, what 
mechanism gets me .content and all the stuff that goes
into that directory?

Do I have to create a module tree for every site separately ?
