[opencms-dev] Layout rows disabled

Hi,

How can I enable layout rows for my new webpage?

When I changed element view to layout and tried to add the layout rows, it
is on read only mode and disabled. I can't see the sub layout under layout
rows and is greyed out.

Do we need any changes in settings to enable it for new webpage?
