[opencms-dev] Setup Wizard Locked

Hello
     I‘m new to opencms  ,and when I try to setup opencms in browser it appears like this

        

and I have find opencms.properties from opencms/WEB-INF/config directory   but I can't find any configurations that have relation with the setup Wizard   ,would you 
tell me how to solve this ,thank you so much!
