[opencms-dev] How to use online / offline workflow on 9.5.2

hi, been trying to find out how i can integrate workflow with the version
9.5.2, then i found this

it was stated that is easy to use, and when change in content, it'll email
the responsible person.

anybody have tried it? i tried to add responsible person on permissions,
but when i change something , it wont trigger an email notification.
