[opencms-dev] 9.5.3 doesn't render with self created jsp

Correct and published formatter_config works.

I edited existing formatter_configs and it creates always a new section 
in locale de <NewFormatter language="de">
But all the config in locale de isn't processed.

That was the main problem!

Probably a bug, that the formatter config opens in the workplace default 
locale?
