OpenCms is CMIS compliant. Why not use CMIS for this purpose?

Hi,
I need a service that can be installed on our server and used as image bank.
Does OpenCMS support my needs?
There shoud be:
- pictures should be able to saved directly under selected folder.
- images are created and got by using REST (call from another API)
- it would be nice if it supports BASE64 encoding when saving/getting image
- image has to be able to get as weblink http://myimagebank.com/company1/picture.jpg
Is this possible with OpenCMS?
