I do not know "exclude from publish" property, but from context menu<br>
"Permissions" dialog you could set "Internal use only" which disable<br>
access to this resource from Online project = for all users not logged<br>
in workplace. I tested it now and for Online access it reports me 500<br>
error code. For Offline it is "viewable" :-) I would expected 404 rather<br>
500 but I do not know how the "internal" flag is processed inside OpenCms.<br>
