what you are describing was exactly the case with me here. Somehow
I overlooked to set this max_allowed_packet value at some point<br>
during installing/upgrading. I had to move so many systems in the
past from Windows XP to Windows 7 and in all cases I decided to<br>
do a fresh install of Apache, Tomcat, Opencms, Mysql. A mess.<br>

message a resource is created anyway but with no content
