The reason for that error is probably that 'GIF' is in upper case letters.
Since Windows file names are case insensitive it might not have caught
attention before. 
Can you check on that?
Besides, this is no harmfull error. The picture will just not be displayed.

ich hatte vergessen zu erwähnen, daß ich im error_log des Apache folgende 
Meldung beim Aufrufen des Hilfemenues bekomme:

[Wed Aug  2 09:51:21 2000] [error] [client 212.34.160.141] File does not
exist:
apache/htdocs/pics/system/ic_picgallery.GIF

und sich die Bilder tatsächlich aber im Verzeichis:

/opencms_40.30/prototyp/pics/

befinden.
