[opencms-dev] Installation problem

Hi,
The instructions don't mention anything about adding a user. I can confirm the CMS_USERS table is empty. 
OK, I've created a user record in the CMS_USERS table and made sure the pool.mysql.user / pool.mysql.password entries from conf/opencms.properties match those in the the db. 
I've retried but still get the same error message. 
Any ideas?
