[opencms-dev] missing 'new' icon

No. The users didn't yet exist in my newly created 4.6 installation
(despite of admin of course). I thought I could get them all over
with the import.

It's only strange that for example my /pics/contents (off memory)
directory contained all documents up to the letter E and the it ceased.
