[opencms-dev] Access deined when creating a channel

Hi all. 

Appologies in advance, newbie here :-)

My problem is that when I try to create a channel, I get the following
error:

1 Access denied. Detailed Error:
[com.opencms.file.mySql.CmsResourceBroker] /default/cos/test

I think I'm probably missing something obvious, but any help
appreciated.

OS - XP Pro
JDK 1.4
Opencms - 4.6.1 (I get he same error with 4.7.7)
Mysql - 3.23.51-nt-max
