[opencms-dev] RC2 - why not UTF8?

David,

UTF-8 leads to issues in some environments, because of the multi-byte
characters. For most setups the default ISO-8859-1 is fine, and in case
you want UTF-8 you just have to change the setting in
opencms.properties. The internal code is still the same.
