Alright, I got it running by now. Don't add ' ' to the CATALINA_OPTS String,
instead add " ". Man, I should do more linux.

The String now reads:

export CATALINA_OPTS="-Xmx256M -Xdebug -Xnoagent -Djava.compiler=NONE
-Xrunjdwp:transport=dt_socket,server=y,suspend=n,address=8000"
