[opencms-dev] Validate projects ?

Hello,

I'am a new user of OpenCms and I have some questions about validating files.

What I want to do is create users which may modify/create files but not
publish project. The goal is that only project manager could publish
project.

Is there a module or a way (by creating groups?) to do this ?
