[opencms-dev] Question about FileEncodingParameter and Double-byte characters.

Hi.

I have a question about FileEncoding parameter and double-byte characters.

1 month ago,I installed OpenCms5.0rc1.

At that time,I setted UTF-8 to Tomcat fileEncodingParameter.
(Because OpenCms5.0rc1's default fileEncodingParameter is UTF-8)

In this case,Japanese Characters in JSP Template is displayed collectly.

And last week,I installed OpenCms5.0 and setted ISO-8859-1 to Tomcat 
fileEncodingParameter.
(Because OpenCms5.0rc1's default fileEncodingParameter is UTF-8)

In this time,Japanese Characters in JSP Template isn't displayed collectly.
All Japanese Characters are displayed as '?'.

Do you know any solutions this probrem?

When using double-byte Character,We must use UTF-8?
If so,Why?
