Tarzan,

the login page checks the users browser setting (i.e. the browsers
header information). An OpenCms mechanism reduces the browser header
string to the 2-letter localization code (en, de, fr etc.). If the
language from the browsers header is not supported, OpenCms defaults to
English (i.e. "en"). 

You should find the methods involved if you follow the OepnCms source
code in the com.opencms.workplace.CmsLoginNew class. After login, the
users setting in OpenCms is read from the DB and this language is used.
