[opencms-dev] radio button parameters around the wrong way.

On line 243 of com.opencms.defaults.CmsXmlFormTemplateFile.java the 
names and values arguments are around the wrong way.  Reversing then 
makes them match both the documentation and the select template.

I know that templates are deprecated, but we were too far along to 
change when that happened, so we stuck with templates.  Should I bother 
to create a proper bug report?
