[opencms-dev] Create a multilanguage website

Hi all,
I just started to build a new website with openCMS, this website is in 2
languages. What is the best way to do this?. Creating all the website in
one language and then copy this to the other folder languages. Or using a
parameter with the language and changing the page to this language.
