[opencms-dev] Help modules loaded but Help not activated

In opecnms 5.0 I up-loaded the help modules (in this order)
org.opencms.help_1.1.zip and org.opencms.help.en_1.1.zip . However, after
publishng I expected to see the help icon - but it did not appear. I
refreshed the page, cleared the cache, purged the jsp repository, and
finally restarted tomcat, but to no avail.

Is there a key or config option to set to activate the help modules?
