I've answered my own question. Turns out that links to folders require a
trailing slash or there is no match of any of the dynamic rules so the link
ends up having an export prefix.
e.g. <cms:link>/myfolder</cms:link> => export/myfolder
<cms:link>/myfolder/</cms:link> => opencms/myfolder
