you can only create a WebUser with the CmsObject. This table isn`t part of
the core from Opencms and Alex thaught about killing this table in the
next release. I think it`ll be better to integrate it more intensive into
the core. For example, create a steady ACL into the CmsObject which is
based on WebUser Table.
