Use an external program (such irfanView 32 
 freeware). Don’t bother
resizing in OpenCMS as the height and width tags in an image should
always be the exact height/width as the current image. Some browsers
(such as older netscape) never liked this to be played with. If you need
a smaller image then create a thumbnail 
. Resizing the image in the
browser does not reduce the amount of traffic as the image is still the
same size.
 
My opinion anyways.
