[opencms-dev] xerces

Did you replace the tomcat file with the file that comes with
opencms?... You have to name it whatever the name of the file that comes
with tomcat is.
...then stop and start tomcat

One observation: i get that error only when i want to add a new page
(and 
just with a page... i can add an xml file, a txt file). I can edit
pages.
