[opencms-dev] cms property declaration

Does it make sense to define these properties at the project level?
1. Lock whole project
2. Go into its properties, add,edit,delete them

The most expedient way to do so would probably be to create a JSP with 
all of the location paths defined as variables (or constants).

You could also put them in a Java properties file and access them with 
JSP code.
