[opencms-dev] Problems with installation Default encoding

Hej! 

I think ISO-8859-1 is used for encoding, not UTF-8! 
You can set an environment variable CATALINA_OPTS to the value 
-Dfile.encoding=ISO-8859-1 and restart your machine. This works for W2K.
