Probably at last as part of opencms-legacy.jar (which will also contain all
XmlTemplate related stuff). See the headline article on the opencms.org
homepage for more details about that jar file. 

The final decision about Content Definitions (DE) will obviously be
connected to the new module API issue. The current API (where the CD's are
part of) falls short of too many expectations. The options are obviously 1)
create a new API 2) fix/improve the current API. If we go 1) then everything
related to CDs will stay in opencms-legacy.jar. If we go 2) then it CDs will
have to be geatly refactored. No decision made yet, but I currently prefer
1). 

BTW opencms-legacy.jar will likley consist of the following packages:

com.opencms.defaults
com.opencms.defaults.master
com.opencms.defaults.master.genericsql
com.opencms.htmlconverter
com.opencms.template
com.opencms.template.cache

Everythig else will be org.opencms.*
