[opencms-dev] problem in setuping opencms in windows xp

hi

i am new to open cms 
i am facing problem while try to setup the open cms in window xp  machine 
while setup i am getting error

Could no connect to database via: jdbc:mysql://localhost:3306/
java.sql.SQLException: Communication link failure: Bad handshake
