[opencms-dev] correct resource links in .css files

I'd use the same way. But maybe you can set the property "export" for
your CSS-JSP-file to "true".

Name your CSS-JSP-file smth. like "styles.css" and the rest should work
as excpected; this means no need for you setting the Mime-Type.
