[opencms-dev] file permissions

Dear Group,

in a current project we have to take sure that files should not be 
overwritten by the client itself. Therefore we changed the permissions 
of the corresponding files to "r--r--r--" but the owner of the document 
is still able to edit, change and publish the document over the workplace.

Is this a bug? How can I prevent this?
