[opencms-dev] Maximum allowed upload file size

Hi. 
 
When installing OpenCMS and choosing to do the "Advanced" setup, there's a page that has an option called "Maximum allowed upload file size". How is this value related to the settings in the MySQL configuration file (ex: set-variable=max_allowed_packet=4M) and the JVM parameters (ex: JAVA_OPT="xmx=256m xms=256")? Where is this value stored (DB or file)? Does this mean that to effectively allow the upload of large files we must change the value in all 3 places?
