[opencms-dev] Couter module error!

I import successfully the Counter module into opencms. I added this line
of code to one jsp file as guideline:

<%@ taglib prefix="ds" uri="http://www.dynamicsources.de/taglib/ds" %>

But When I run this file, this made an error:

This absolute uri (http://www.dynamicsources.de/taglib/ds) cannot be
resolved in either web.xml or the jar files deployed with this
application 

Does anybody know how to fix this error?
