No. The HTML files are in the root.

Is it possibly that the folder it is inside, or parent there of,  is still
locked?

I'm using OpenCms 5.0.0. I'm trying to publish/export a change to an HTML
file. I'm logged in as Admin, and Admin created the HTML page. When I hit
the 'Publish' button, I get the following error:
