[opencms-dev] How can I use UTF-8 encoding?

Dear All,
I have installed Opencms 5.0.1 with ISO-8859-1 encoding. but now, I would like to use UTF-8 encoding as I want to make Persian site.
What should I do? Although I have changed encoding in my template but I still see like ????? in navigation. Would you please tell me what is the problem and how can I solve it?
