[opencms-dev] i made some changes on counter module

hi list,

i made the following changes on counter module:

1. add property tag to ds taglib. you can set the property value to Title, NavText and etc. if you set name tag as well, the property tag won't work.

2. add 3 sets of 0-9.gif and 1 set of spacer0-9.gif in pics folder.

3. add workplace_cn.properties to support simplified chinese.
