[opencms-dev] workplace customization

Hello,
 
I have a question which I saw in mailing list archives without no answer. 
I need to customize opencms workplace and configure files in opencms\WEB-INF\ocsetup\vfs\system\workplace\.
As I change these files in that directory, I can not see the changes as these file are imported to database before.
How can I apply these changes? Is it possible for me to do it without install opencms again.
