They have relevance, however only small. The checkbox "Projectmanager" or
"Projectuser" on the Group screen just control if this Group is shown in the
"Create new project" screen as either Projectmanager or Projectuser.  The
then selected project user group is the group of users who actually can
"see" this project in the dropdown list on the top fram, the selected
project manager group can publish this project. Don't mix this up with the
"Projectmanagers" Group that is available by default, this group can publish
all projects and also can create new projects.

Yes. It turns out that many users prefer "direct publish", though.
