[opencms-dev] Problem with CmsJspActionElement link method

I use the link method of the class CmsJspActionElement so that I get the
absolute url to point to my files. 

The problem is that when I'm in offline modus everything is fine. The link
method gives the right address (/$WEB-APP/opencms/.).

But it fails in the online mode where I get a generated link like
(/$WEB-APP/export/.). The problem then is that the link points to something
that doesn't exist.

How can I resolve this problem. The link method should always generate the
address like he does in the offline mode.
