[opencms-dev] Problem with german chars

hello,

everything works fine with the new default utf-8 encoding except 
submiting special german characters like ä ü ö ...

for example in the templateone-demo: if I put some text in the search 
form ("händel") the result is something like this:

händel

setting the encoding back to iso-8859-1 fixes the problem but all 
locales contains unicode chars.
