[opencms-dev] OpenCMS for a menu in a static web site?

Hello,

I'm looking for a solution to have a "menu" with two or three levels in a web site consisting of static HTML pages only (i.e., the server serves HTML pages only, no PHP, CGI, Tomcat). I know that OpenCMS can do this for me; but would you think it is overkill? I played around with it a month or two ago but had to let it be due to time constraints; would you advise me to start again with OpenCMS, or rather look for another solution? I do not need any of the other features (it is a very small site consisting of maybe one or two dozen pages; just barely too many to put a "menu" into each of the HTML pages manually).
