[opencms-dev] How is a "Site" created?

Great job on version 6!
 
Question:
It seems that when you have the root selected in the "Site" combo box (in the explorer view), if you click on a page (in the xmlcontent folder for example) the view is not correctly rendered.  Whereas, if you have "/sites/default/" selected, the view is rendered correctly.
 
So if I want to create a site (mysite) to the "sites" dir.  How would I create it so that it can be selected in the "Site" combo box?
